Fishing in GTA 6 has no described mechanics yet, but it has two official confirmations that back each other up: an image and a sentence.
The screenshot is a promotional image, not a game in progress, so it says nothing about how fishing plays. It does say where Rockstar places it: at sea, on a motorboat with the coast behind, and in the inland waters of the northern park. In a Leonida modeled on Florida, where sport fishing is an institution, that is the least you would expect.
